State telemarketing & SMS rules for insurance agents
The federal TCPA is a floor, not a ceiling. Federal rules allow telephone solicitation only between 8:00 a.m. – 9:00 p.m. in the called person's local time, and many states add their own telemarketing statutes on top — narrower calling windows, stricter consent standards, separate do-not-call lists, or registration before you may solicit at all. A call or text that is lawful federally can still be unlawful in the state where the phone rings.
